In the closing days of the 2024 cycle, we tested this new strategy in the Nevada and Nebraska U.S. Senate races. Through soliciting and spending from SuperPacs, we were able to raise individual grassroots donations directly to candidates — essentially converting SuperPAC funds to campaign funds.
How It Works
High dollar and institutional donors contributed to Blue Majority Project’s SuperPAC affiliates, identifying which candidates they wished to support. BMP then helped the SuperPACs use 100% of those funds to pay for independent fundraising texts to raise money directly for targeted candidates.
As a result of Blue Majority’s independent effort, candidates received thousands of grassroots donations directly to their campaigns at 100%+ ROI of the funds spent on the effort.

In the closing days of the 2024 election, we successfully implemented this strategy in two key U.S. Senate races, Nevada and Nebraska, independently raising $850k in direct contributions for Sen. Jacky Rosen and Independent Dan Osborn in just over a week. In fact, we raised more in hard dollars for the campaigns than we spent in IE funds.
At the time we began texting in Nebraska, the Osborn campaign was paying $405 per point of television while an independent expenditure supporting him paid $980 per point. This meant that every dollar we spent in IE funds through our program saw a nearly 250% return in value to the campaigns.
And the money we raised for these campaigns forced Republicans IE’s to spend even more to combat the hard dollars we generated.

Why it matters
Campaign dollars have greater value than SuperPAC dollars due to how tv stations across the country sell advertising. Stations charge candidates the lowest unit rate for a TV ad, but SuperPACs will often pay 3x - 8x more for the same spot.
By using SuperPAC funds to independently raise campaign funds, we help Democrats stretch the value of their dollar further. We work with donors to maximize their contributions and help ensure that funds are spent on program, not overhead.
